Replaced power cord with same outcome
I plug in my Traeger and get shocked. Voltmeter reads 110v with one end on handle the other end grounded. Any thoughts

Does your cord wire-nut into a set of leads attached to the Traeger?
What do the other end of the leads look like?
Try measuring between Gnd and the transformer (or where ever the leads/pwr cord terminates).

Do you have access to a GFI adapter? It might help with troubleshooting the problem (safer than licking your finger and seeing if you get a tingle). In addition to checking the incoming power connector, check out the fan, auger motor, and hotrod by unplugging them. I know of at least one person who had their hotrod installed incorrectly, which resulted in it shorting out on the case.
